Spitelout is the second in command to Stoick in war related matters and is believed to be his step-brother. In the movie, Spitelout is frequently seen near Stoick during war meetings and battles, and is able to give commands when Stoick allows so as he did during the battle against the Greens Death.
Not much is known about him personally until the Riders of Berk episode Thawfest where he is revealed to be Snotlout's father and also to having a ego rivalry with Stoick during these games.
He's a very cold, no nonsense kind of Viking, and this attitude, unfortunately, trickles down into his fathering skills. He takes pride in the fact that his family--the Jorgensons--have never lost at the Thawfestival games, and make sure that Snotlout knows that he "better not be the first". Snotlout rivalry with Stoick at the games probably started because Hiccup was constantly bested by Snotlout out the games, until recently when dragon-related events were added.
Spitelout's patience is thin and he has no problems being verbally abusive, to the point where Snotlout was absolutely terrified to lose and face his father with it. Spitelout only seems to appreciate and be in good relations with Snotlout when he's excelling at something, and takes not hesitation in making him feel horrible when he's not.
In many ways, Spitelout's attitude fuels Snotlout ego searching personality and also mirrors how Hiccup and Stoick's relationship used to be.
